PROJECT MANAGEMENT

Our smart and motivated team of multi-disciplinary professionals has a robust technical background and collectively lays claim to several decades of relevant experience in delivering infrastructure in this industry.

This service ensures consistency of infrastructure design. For example the performance, reliability and cost of critical technical equipment, or; consistency of look and feel in respect of brand, related offers (and customer experience) on client retail sites. Asset uniformity results in better maintenance cost management and safety-related cost efficiency, while format consistency enhances client brand value. Resources are deployed to ensure management and assurance of:

  • Design standards (all aspects of building design);
  • The ability to reference design standards at any stage for inclusion in project specifications;
  • Development of design specification for upgrades of existing facilities or new offers at the existing sites.
  • Project documentation collation from all project stakeholders and archival for future reference, audit or otherwise.
  • Archival of permitting related to building, construction and compliance including an archive for future reference.

As an engineering company, we follow a bespoke, structured, and auditable end-to-end process as a way to manage our people effectively and ensure that we achieve the client’s deliverables safely, on time and within budget.

Our process spans from project initiation, through approvals and front-end development, project execution, hand-over and close-out, with specific processes for control and management of change. These groups of activities are governed by internally developed procedures (HSSE and operational), and are subject to stage-gates to ensure alignment on when the relevant stakeholders are ready to move forward.

As much as we love our ways of working, we know that you love yours too. We are committed to driving innovation in everything we do. A simple but crucial example is our continuous review of workflows, which enables us expanded capacity without increased cost. Using our resources more efficiently results in time and cost savings for our clients, and allows us to reduce our exposure hours on high-risk activities.

We’ve incorporated various improvement approaches in our projects as required by clients, and are able to operate complementarily with firms using preferred methods such as Continuous Improvement, Kaizen, Lean, Six Sigma, etc. as required. To support this, we can deploy engineering management consulting services specialising in System Dynamics, Cybernetics, Critical Systems Heuristics, Systems Failure Analysis, and multiple other methodologies.

Case Study 1: Remote Surveillance

Remote surveillance is now part of our Standard Operating Procedures for project management on all projects. We have monitoring facilities at our offices as well as remote access to live feeds via mobile device. It is essential to managing costs effectively, and has proven a strong enabler in supporting emerging black contractors. This technique enables us to provide better support for Project Management controls in:

DESIGN & FRONT-END DEVELOPMENT

We provide design and architectural services via our subsidiary, Boleng Design. This runs from concept design, through to council submission packs, construction packs and finally as-built drawings at project close-out.

Our architects currently specialise in the design of retail and commercial fuel stations, including fuel systems, sales buildings and related convenience retail and quick-serve restaurant buildings.

We have in-house and contracted quantity surveying services that are available to clients on both direct and indirect models.

Boleng provides the full array of engineering professional services. Internally, we have civil, structural and mechanical engineers. We also have a network of accredited external professionals (electrical, geo-technical engineers, land surveyors, etc.) whom we’ve hand-picked over multiple years, and with whom we work very closely.

Examples of outputs or reports generated include topographical & cadastral maps, hydrology, geo-technical, storm water management, sewerage, bulk services, etc.

Our front-end developers (and supporting network of consultants) can assist you to assess new or existing properties to determine how best to optimise/achieve the appropriate land-use rights given your desired facility and operational need.

Activities include traffic impact assessments, consolidations/notarial ties, zoning applications, environmental (impact assessments and records of decision), roads/access applications, site development plan submissions, etc.

Many of these services are performed in conjunction with our architects and consulting engineers as referenced elsewhere, who will provide critical input to the submissions to the relevant approving authorities.

We recommend network master planning to determine the ideal geographic spread (and applicability of customer offers) for retail/commercial facilities. This includes identifying green-fields/brown-fields developments; capital maintenance sites, disposal sites, and already optimised assets.

The planners on our team have strong network planning experience (examples available on request), and can either fully develop master plans or support your existing internal planners, as required. Use of geographic information system (GIS) tools and related data sets are advised but are additional cost elements at the discretion of the client.

Additionally, we provide/support benchmark-cost derived feasibility planning, as well as final investment planning or business case work-ups using final costs (discounted cash flows, etc.).

We work with financing partners to raise project funding of various structures (debt, equity and/or both) for commercial property finance. Considering debt finance, the following processes are normally involved with raising finance:

  • Gathering of project information requirements and mapping with the suitable funder in the industry financing pool;
  • Facilitate engagement between project owner and prospective financiers during the end-to-end process of the due diligence;
  • Once funding is granted, we then commence with the execution process from completion of project readiness steps, EPCM process to closeout.
  • We never let our clients walk alone, so we will always avail ourselves to support with all the project readiness aspect during the fundraising phase – feasibility studies, permits, financial model and etc.

HSSE is the first and last thing we think about on every project we deliver. Quite simply, we view it as our license to do what we love doing. The abiding priority is that our people, and the people around them, go home safely every day. More than that, we’re committed to defending the environment in every single project we do.

From senior management and through every level of the business, our designers, project managers and engineers are supported by a comprehensive training, assurance and support system aligned to HSSE global best practice.

While we have our own fully articulated HSSE Management System for use internally (and with clients that prefer us to carry full discretion), we have broad experience in rapidly synchronising with the HSSE systems of clients who stipulate the use of their own standards. It’s crucially important for us to understand and internalise the unique requirements of each client in this area, not to mention the specific regulatory environment of each country in which our contracts are delivered.

We also work with a network of industry-leading external HSSE consultants to provide 3rd party assurance where recommended and to support us in specific areas/projects where specialist knowledge is required.

These are fundamental to how we manage our contractors and suppliers. We combine internal, external and joint sub-contracted channels to deliver training and achieve/assure the required accreditation. Learning methodologies include workshops, seminars, classroom training, electronic and hybrid electronic/classroom training (the latter through our shared platform with our learning partner, e.g. Permit to Work, Safety Passport, etc.).

This assurance/training competence allows rapid development & support of emerging black contractors, in support of our enterprise and supplier development initiatives.

Some areas covered include:

  • Quality/technical assurance audit & training incl. hold-point sign-off;
  • Development & management of project-specific coherent HSSE specifications in line with client and/or legal requirements;
  • Application of construction Dept. of Labour permitting;
  • Contractor accreditation vetting;
  • Contractor employee competency assurance programmes;
  • Contractor anti-bribery & corruption, code of conduct, and ethics & compliance assurance/training;

MAINTENANCE

In the area of engineering asset management, our focus rests primarily on capital maintenance projects, including facility/network upgrade programmes and facility refurbishment projects. These types of projects share sufficient procedural DNA with our conventional brownfield projects that we are able to manage them directly without material departure from our ways of working.

For small capital maintenance and OPEX repair, we leverage our strategic partnership with asset care and FMC specialists Pragma Africa. Some of the services we offer in conjunction with Pragma include:

  • Full-spectrum asset management plans to optimise value realisation from your asset base at a strategic level.
  • Asset verifications & tagging (optionally including asset condition reporting),
  • Asset register build-up; i.e. documenting key asset information (serial number, make, model, age vs lifecycle, pictures, etc.),
  • Deployment of asset management database software (to track assets, manage related work orders, service schedules, spares, etc.),
  • Setup of outsourced or insourced call centres to manage maintenance/contractors,
  • Maintenance budget build-ups to optimise your CAPEX/OPEX management (i.e. commit CAPEX to replace end-of-life equipment before repair OPEX spikes),
  • Development of maintenance plans per site (and/or per region),
  • Development of assurance plans for inspections of critical equipment (e.g. to prevent leaks or spills in the space of the fuel),
  • Training on facility/plant housekeeping for site operators,
  • Manage low-value CAPEX plans related to care & maintain programmes,
  • Installation of building management systems for remote diagnostics,
  • As-built layouts per site kept on-site for maintenance,
  • Site surveys and reticulation layouts.

The team has a lot of experience in the delivery of energy, chemical and mining infrastructure construction sector.

Our procurement possesses a wide range of procurement relationships with local and international OEMs that supply and service industrial equipment to the energy, chemical and mining infrastructure construction sector. Boleng engages on both direct and indirect procurement depending on what suites the client the most. We are agile enough match our procurement services with client procurement process. Strategic procurement at Boleng does not end at the purchasing of OEM products but also includes procurement of services from local and international contractors in order to offer clients “hustle-free” end-to-end EPCM service to the client while they focus at what matters most themselves.

We also have relationships with various funders in the South African market who can work with Project Owners to enable project delivery where additional or total project cost funding is required.
